I beileve that freeplayers must have acess to any of RS gold the 9 (or so) skillcapes held by any of those skill masters. If you are in a very wealthy clan that doesn't mind risking its great armour, then you can use this to give yourselves an edge over clans that daren't fight in anything expensive.
